Narrative:
Departed minneapolis international on runway 11L for rhi. During climb out, the right engine started surging (bypassing fuel) and showing abnormal indications via the gauges. The right throttle was retarded, due to rising exhaust gas temperature (egt), and was brought to flight idle. However, it was still producing 40% torque in the idle position. We therefore returned to minneapolis international for landing and shut the right engine down upon T/D. Crash fire and rescue was also notified prior to landing. The light transport was landed 150# over maximum landing weight (14550# is maximum landing weight) due to the return to minneapolis. Furthermore, due to the emergency shutdown of the right engine, the residual fuel that is normally purged during a routine shutdown remained in the burner can and was smoking then turned to flames. We fired 1 shot of extinguishant and it put the fire out.

Title: COMMUTER LTT ENGINE PROBLEM DURING CLIMB. RETURN LAND.
Narrative: DEPARTED MINNEAPOLIS INTL ON RWY 11L FOR RHI. DURING CLBOUT, THE RIGHT ENG STARTED SURGING (BYPASSING FUEL) AND SHOWING ABNORMAL INDICATIONS VIA THE GAUGES.
