Narrative:
Cabin rate of climb started up approximately 500 FPM. Turned off engine anti-ice and tried manually to stop it. Could not close outflow valve and checked pack pressure. Both were working, could not stop it. Started descent to 31,000'. When cabin went to 10,000' in descent we declared an emergency to get lower. Ind was below landing min. We diverted to fwa. The cabin did not get high enough to drop the masks.
