Narrative:
Aircraft X was on final for runway 30 and aircraft Y was on final for runway 25L. The aircraft were a tie for the intersection. The controller in charge told LC1 to watch her intersection with more than enough time. LC1 didn't send aircraft Y on final for runway 25L around until it was well over pavement of the runway and still an issue with the landing aircraft X. The closest proximity was about 500 feet laterally and 50 feet vertically. When the airman complained; the LC1 stated that she didn't think it was very close. Refresher with the controller on LC1 about acceptable and safe separation of the intersection.

Title: LGB Controller describes an operational error because a Local Controller did not send the slower aircraft around until it was already past the threshold.
