Narrative:
When holding for takeoff at myr, I was informed that there was going to be a 10 min delay due to ZJX traffic. Due to hurricane, approach control and shaw approach are down. Therefore, ZJX handles traffic out of area. I was 10 mins late already, and myr tower informed me to expect a 20 min delay. Since I checked the WX and it was good in cae, I elected to go VFR to keep from being late. Since the hurricane, I've had no electricity or running water at my apartment, which made me a little uptight. Once airborne I discovered that cae was calling it 2500' overcast, 7 mi, so I called ZJX to get a clearance to cae at 6000'. I have an IFR flight plan (canned) on file with anderson FSS, but not a VFR flight plan. Due to circumstances of the hurricane and the pressure due to circumstances of the hurricane and the pressure of being late, I forgot that you have to have a VFR flight plan filed to go 135. It wasn't until I got to the motel that night, after I took a shower, that I realized this error. It was a combination of factors for the last few days that led to this--everything builds up on one, especially trying to do one's job skillfully and professionally and not having water or electricity.

Title: ATX SMT MADE TKOF WITHOUT A FLT PLAN ON FILE.
Narrative: WHEN HOLDING FOR TKOF AT MYR, I WAS INFORMED THAT THERE WAS GOING TO BE A 10 MIN DELAY DUE TO ZJX TFC. DUE TO HURRICANE, APCH CTL AND SHAW APCH ARE DOWN. THEREFORE, ZJX HANDLES TFC OUT OF AREA. I WAS 10 MINS LATE ALREADY, AND MYR TWR INFORMED ME TO EXPECT A 20 MIN DELAY. SINCE I CHKED THE WX AND IT WAS GOOD IN CAE, I ELECTED TO GO VFR TO KEEP FROM BEING LATE. SINCE THE HURRICANE, I'VE HAD NO ELECTRICITY OR RUNNING WATER AT MY APARTMENT, WHICH MADE ME A LITTLE UPTIGHT. ONCE AIRBORNE I DISCOVERED THAT CAE WAS CALLING IT 2500' OVCST, 7 MI, SO I CALLED ZJX TO GET A CLRNC TO CAE AT 6000'. I HAVE AN IFR FLT PLAN (CANNED) ON FILE WITH ANDERSON FSS, BUT NOT A VFR FLT PLAN. DUE TO CIRCUMSTANCES OF THE HURRICANE AND THE PRESSURE DUE TO CIRCUMSTANCES OF THE HURRICANE AND THE PRESSURE OF BEING LATE, I FORGOT THAT YOU HAVE TO HAVE A VFR FLT PLAN FILED TO GO 135.
