Narrative:
We had just been assigned a frequency change to dulles approach. The controller ignored our multiple (6) calls. He was working 2 frequencys and was very busy. We observed air carrier Y climbing from below us. We watched him level off at 11000' MSL in close proximity. At the time we were on a vector expecting to intercept J220. I would not recommend operation in a high density terminal with a controller who is operating on 2 discrete frequencys.

Title: ACR CAME IN CLOSE PROX TO A WDB.
Narrative: WE HAD JUST BEEN ASSIGNED A FREQ CHANGE TO DULLES APCH. THE CTLR IGNORED OUR MULTIPLE (6) CALLS. HE WAS WORKING 2 FREQS AND WAS VERY BUSY. WE OBSERVED ACR Y CLBING FROM BELOW US. WE WATCHED HIM LEVEL OFF AT 11000' MSL IN CLOSE PROX. AT THE TIME WE WERE ON A VECTOR EXPECTING TO INTERCEPT J220. I WOULD NOT RECOMMEND OPERATION IN A HIGH DENSITY TERMINAL WITH A CTLR WHO IS OPERATING ON 2 DISCRETE FREQS.
