Narrative:

At 8 NM south of phf, contacted phf and requested landing. Phf responded with traffic pattern entry instructions and inquired whether I had traffic at 9 O'clock position and 1 mi. I looked and responded to the negative, then (still looking) banked the aircraft slightly to the right. The other aircraft was on a direct collision course. I initiated a climb immediately and 15-20 seconds later, the aircraft passed directly below. I had been at 2000' and ended up between 2200 and 2300'. The other aircraft was not observed to make any course alteration or take any other evasive action. A near midair collision report was filed with ATC at phf, at which time they remarked that the other aircraft was a military fgt based at ric and making a cga approach at lfi (9 mi from phf). ATC also remarked that the fgt had seen me at the last second and that my position report jibed with the final controller's estimate (at lfi). The other aircraft was well lit and must have been in my blind spot for quite some time, as I never saw him even from over 20 mi away. I'm unsure why norfolk approach nor lfi final approach didn't pick me up and alert the other aircraft. I was squawking XXXX with mode C on (I had used radar services going down to the airport where I had done currency takeoffs and lndgs). Both aircraft had position lights and strobes on. I also had a landing light on, in preparation for landing at phf.

Title: NMAC BETWEEN SMA ON APCH TO CIVILIAN ARPT AND MIL FGT ON CGA APCH TO MIL ARPT.

Narrative: AT 8 NM S OF PHF, CONTACTED PHF AND REQUESTED LNDG. PHF RESPONDED WITH TFC PATTERN ENTRY INSTRUCTIONS AND INQUIRED WHETHER I HAD TFC AT 9 O'CLOCK POSITION AND 1 MI. I LOOKED AND RESPONDED TO THE NEGATIVE, THEN (STILL LOOKING) BANKED THE ACFT SLIGHTLY TO THE RIGHT. THE OTHER ACFT WAS ON A DIRECT COLLISION COURSE. I INITIATED A CLIMB IMMEDIATELY AND 15-20 SECONDS LATER, THE ACFT PASSED DIRECTLY BELOW. I HAD BEEN AT 2000' AND ENDED UP BETWEEN 2200 AND 2300'. THE OTHER ACFT WAS NOT OBSERVED TO MAKE ANY COURSE ALTERATION OR TAKE ANY OTHER EVASIVE ACTION. A NEAR MIDAIR COLLISION REPORT WAS FILED WITH ATC AT PHF, AT WHICH TIME THEY REMARKED THAT THE OTHER ACFT WAS A MIL FGT BASED AT RIC AND MAKING A CGA APCH AT LFI (9 MI FROM PHF). ATC ALSO REMARKED THAT THE FGT HAD SEEN ME AT THE LAST SECOND AND THAT MY POSITION REPORT JIBED WITH THE FINAL CTLR'S ESTIMATE (AT LFI). THE OTHER ACFT WAS WELL LIT AND MUST HAVE BEEN IN MY BLIND SPOT FOR QUITE SOME TIME, AS I NEVER SAW HIM EVEN FROM OVER 20 MI AWAY. I'M UNSURE WHY NORFOLK APCH NOR LFI FINAL APCH DIDN'T PICK ME UP AND ALERT THE OTHER ACFT. I WAS SQUAWKING XXXX WITH MODE C ON (I HAD USED RADAR SERVICES GOING DOWN TO THE ARPT WHERE I HAD DONE CURRENCY TKOFS AND LNDGS). BOTH ACFT HAD POSITION LIGHTS AND STROBES ON. I ALSO HAD A LNDG LIGHT ON, IN PREPARATION FOR LNDG AT PHF.
