Narrative:
On a heading of 315 degree out of tuscaloosa, al, to tupelo, ms, I intended to pass on the northeast edge of the columbus, ms AFB arsa. This was on oct/sat/89 at about mid pm CST. Conditions were VFR, and I did not contact any ATC frequency, since I was not intending to pass through the arsa. Upon landing in tupelo, I was told by a local, based in tupelo that I had passed through the northeast edge of the arsa and he indicated that I had a 'violation'. I did not ask how he knew this fact. I attempted to contact columbus ATC, to discuss this information with them. To find out what my error was, etc, and to apologize, if indeed, I was in error. However, if I did go into the arsa, it was a matter of my not paying proper attention to the sectional charts. Tuscaloosa is on one chart, tupelo on another, and the columbus AFB is on another. I may have assured that I only needed to tcl and tup sectionals. Callback conversation with reporter revealed the following: reporter was humbled by this arsa penetration and said it was a matter of not paying proper attention to preflight planning and chart overlay. Says it will not happen again and that he plans better use of en route frequencys for communication purposes. Observer that reported penetration was a CFI that had gotten a call in the air from cbm controller reporting the event.

Title: UNAUTH AND UNCOORD ARSA PENETRATION BY SMA ON A NON FLT PLAN VMC FLT.
Narrative: ON A HDG OF 315 DEG OUT OF TUSCALOOSA, AL, TO TUPELO, MS, I INTENDED TO PASS ON THE NE EDGE OF THE COLUMBUS, MS AFB ARSA. THIS WAS ON OCT/SAT/89 AT ABOUT MID PM CST. CONDITIONS WERE VFR, AND I DID NOT CONTACT ANY ATC FREQ, SINCE I WAS NOT INTENDING TO PASS THROUGH THE ARSA. UPON LNDG IN TUPELO, I WAS TOLD BY A LCL, BASED IN TUPELO THAT I HAD PASSED THROUGH THE NE EDGE OF THE ARSA AND HE INDICATED THAT I HAD A 'VIOLATION'. I DID NOT ASK HOW HE KNEW THIS FACT. I ATTEMPTED TO CONTACT COLUMBUS ATC, TO DISCUSS THIS INFO WITH THEM. TO FIND OUT WHAT MY ERROR WAS, ETC, AND TO APOLOGIZE, IF INDEED, I WAS IN ERROR. HOWEVER, IF I DID GO INTO THE ARSA, IT WAS A MATTER OF MY NOT PAYING PROPER ATTN TO THE SECTIONAL CHARTS. TUSCALOOSA IS ON ONE CHART, TUPELO ON ANOTHER, AND THE COLUMBUS AFB IS ON ANOTHER. I MAY HAVE ASSURED THAT I ONLY NEEDED TO TCL AND TUP SECTIONALS. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: REPORTER WAS HUMBLED BY THIS ARSA PENETRATION AND SAID IT WAS A MATTER OF NOT PAYING PROPER ATTN TO PREFLT PLANNING AND CHART OVERLAY. SAYS IT WILL NOT HAPPEN AGAIN AND THAT HE PLANS BETTER USE OF ENRTE FREQS FOR COM PURPOSES. OBSERVER THAT REPORTED PENETRATION WAS A CFI THAT HAD GOTTEN A CALL IN THE AIR FROM CBM CTLR REPORTING THE EVENT.
