Narrative:
For at least 2 yrs we have had problems with notification on R2402 and the hog moas, both from the military and traffic management unit. Monday, because of confusing gi's, the sector thought R2402 was inactive. It was in use for artillery. An aircraft at 15000 ft flew through it. I realized the sector was showing it inactive and started coordination -- this was after the plane had cleared the area.
