Narrative:
I departed marsh harbor, abaco island on 10/89 pm. My route of flight was marsh harbor directly to fl pierce, fl. After departure finding a ceiling of 1000' and unable to gain altitude because of bad WX conditions, and staying VFR I continuously tried and was unable to contact nassau radio, to file and activate an international flight plan. After clearance to land at ft pierce I requested customs. While clearing customs I found myself warned of violations customs #19 crash fire rescue equipment 6.2(B), failure to provide advance notice of arrival; and #19 crash fire rescue equipment 61.4(a)(B), failure to provide notice of penetration. This act was not intentional and in the future I will familiarize myself with international flight planning, and check the WX more appropriately. Remarks: a better or operable remote radio station in the bahamas to allow pilots to activate international flight plans from the northern bahamas.

Narrative: I DEPARTED MARSH HARBOR, ABACO ISLAND ON 10/89 PM. MY ROUTE OF FLT WAS MARSH HARBOR DIRECTLY TO FL PIERCE, FL. AFTER DEP FINDING A CEILING OF 1000' AND UNABLE TO GAIN ALT BECAUSE OF BAD WX CONDITIONS, AND STAYING VFR I CONTINUOUSLY TRIED AND WAS UNABLE TO CONTACT NASSAU RADIO, TO FILE AND ACTIVATE AN INTL FLT PLAN. AFTER CLRNC TO LAND AT FT PIERCE I REQUESTED CUSTOMS. WHILE CLRING CUSTOMS I FOUND MYSELF WARNED OF VIOLATIONS CUSTOMS #19 CFR 6.2(B), FAILURE TO PROVIDE ADVANCE NOTICE OF ARR; AND #19 CFR 61.4(A)(B), FAILURE TO PROVIDE NOTICE OF PENETRATION. THIS ACT WAS NOT INTENTIONAL AND IN THE FUTURE I WILL FAMILIARIZE MYSELF WITH INTL FLT PLANNING, AND CHK THE WX MORE APPROPRIATELY.
