Narrative:
Mcguire approach climbed an MTR en route from wri to adw to 090'. Write approach owns airspace to 8000'. Aircraft was handed off to ZDC. Washington approved aircraft climbing to 9000' thinking wri approach would point the aircraft out ot ZNY (who owns 9000' up to FL240). Wri approach thinking since washington approved climbing to 9000', that they (washington) had pointed the aircraft out to new york and received a higher altitude above 8000'. Neither facility pointed the aircraft out to new york. I saw the limited data on the radar scope at 9000' in my airspace and made the inquiries into the situation. There was an airspace violation but there was no other traffic involved!

Narrative: MCGUIRE APCH CLIMBED AN MTR ENRTE FROM WRI TO ADW TO 090'. WRITE APCH OWNS AIRSPACE TO 8000'. ACFT WAS HANDED OFF TO ZDC. WASHINGTON APPROVED ACFT CLIMBING TO 9000' THINKING WRI APCH WOULD POINT THE ACFT OUT OT ZNY (WHO OWNS 9000' UP TO FL240). WRI APCH THINKING SINCE WASHINGTON APPROVED CLIMBING TO 9000', THAT THEY (WASHINGTON) HAD POINTED THE ACFT OUT TO NEW YORK AND RECEIVED A HIGHER ALT ABOVE 8000'. NEITHER FAC POINTED THE ACFT OUT TO NEW YORK. I SAW THE LIMITED DATA ON THE RADAR SCOPE AT 9000' IN MY AIRSPACE AND MADE THE INQUIRIES INTO THE SITUATION. THERE WAS AN AIRSPACE VIOLATION BUT THERE WAS NO OTHER TFC INVOLVED!
