Narrative:

Before taxi out at psp; the first officer and I briefed the taxi route we expected. There had been some recent construction; and taxiway C which usually ran between runway 13R/31L and 13L/31R; had been turned into the new; or temporary; runway 13R/31L. After engine start we received our taxi clearance from ground control. It was different from what I had expected; so I referenced the 10-9 chart; with the pre-construction airport diagram; and we discussed the taxi clearance and began the taxi; looking out to identify the correct route. The routing given from FBO; was to proceed via taxiway bravo; cross runway 13L and 13R and join taxiway whiskey to taxiway lima; which would then bring us to the end of the new runway 13R. As we made our way to 13R; we worked as a crew to accomplish the taxi checklist. Along the way we were notified by ground control that there was a new ATIS. With a long ways to go on taxiway whiskey; we accomplished the taxi checklist and picked up the new ATIS information. I already had the mindset that there had been some taxiway closures and the relocation of runway 13R to taxiway charlie; which could be confusing. I proceeded with more caution as I noticed certain airport signs; likely former taxiway and taxiway direction signs; had been removed from their stands. As we neared the far northwest end of taxiway whiskey; I looked towards the east and the new runway 13R; and prepared for a turn once we reached lima. As I turned from whiskey onto the intersecting taxiway lima; I headed slowly eastbound looking for the new runway. With the mindset that we would taxi across the former runway 13R before reaching the new runway 13R; at some point we crossed over the hold short line for 13R. As I looked forward to where I expected the hold short line to be; I got the feeling that something was not right; and stopped the aircraft. As I recall; we called ground control regarding our location; and they informed us that we had passed the hold short line for 13R; and instructed us to contact tower frequency. Once we did; we were quickly cleared for takeoff on 13R.while we realized before taxi that construction and changes had taken place on the airport property and briefed a taxi route; we could have briefed more possible taxi routes to gain a better picture before beginning. Having a taxi checklist to accomplish and new ATIS information to acquire; while taxing in an environment which wasn't recently familiar to me; added to the workload. Having a current 10-9 airport diagram onboard was helpful; but because it hadn't been modified to reflect the recent runway and taxiway change; we weren't able to get as clear a picture as I would have liked. Shortly after turning from whiskey onto lima; I must have crossed the hold short line. It seems that the line hadn't been moved after the runway had been relocated. The non-standard location of the hold short line; in relation to the new runway 13R; likely added to my confusion. Looking back on the situation; because the taxi was going to be more challenging than usual; we could have accomplished more while the aircraft was stopped rather than completing those tasks on the way to the runway. This may have allowed us to be more focused out ahead at the taxi route and markings. This is one way I believe I can reduce the chance of an event like this happening again. As far as what can be done at the airport. An airport diagram showing the changes made available at local FBO's; etc.; increased signage to indicate the displaced hold short line; or a supplement to the normal taxi clearance; could help pilots in the future. I understand there was a mention of it on the ATIS; but somehow I must have missed it. In the end; it was my responsibility to make sure we didn't proceed across the hold short line until cleared to do so; and I have certainly learned from this experience.
