Narrative:

We shot an ILS approach to minimums. As we taxied clear of the runway, I noticed we were still on approach control frequency. We had landed west/O contacting the tower. My first officer is on reserve, has been for months. His experience level, both total and recent, is very low. We had been advised that the WX was 700' overcast, and as is my habit, I elected to use raw data for the approach. However, as we got lower, it became obvious the WX had worsened. My workload started getting heavier, and as we passed the OM I was totally immersed in the approach. My first officer made the final approach fix call, which I acknowledged as per company procedure. At the final approach fix, the first officer should have called the tower, but did not. I do not remember when, or if, the approach controller told us to contact the tower. My first officer was so intent on the approach and his monitoring duties that he forgot about contacting the tower. I was so wrapped up in the approach that I failed to catch his omission. I probably should have used the flight director at least, or the full autoplt, as that would have decreased my workload and allowed more of my attention to x-chking the first officer.

Title: LNDG WITHOUT CLRNC.

Narrative: WE SHOT AN ILS APCH TO MINIMUMS. AS WE TAXIED CLR OF THE RWY, I NOTICED WE WERE STILL ON APCH CTL FREQ. WE HAD LANDED W/O CONTACTING THE TWR. MY F/O IS ON RESERVE, HAS BEEN FOR MONTHS. HIS EXPERIENCE LEVEL, BOTH TOTAL AND RECENT, IS VERY LOW. WE HAD BEEN ADVISED THAT THE WX WAS 700' OVCST, AND AS IS MY HABIT, I ELECTED TO USE RAW DATA FOR THE APCH.
