Narrative:
During the pre-flight process; we as a crew and myself as an individual did not thoroughly study the MEL for the deferred TCAS; specifically the spec notes. Had we done so; we would have realized that the aircraft could not operate to a non-us destination.

Title: An aircraft was dispatched to a foreign destination with the TCAS inoperative but the crew did not realize it until later that the Ops SPEC and MEL prevent dispatch to a foreign destination with the TCAS inoperative.
