Narrative:
I began my taxi to the active runway. The snowplow had made a pass down the taxiway; however, the narrow pass was to the right side of the taxiway. With the amount of snow that had fallen and the blowing snow, it was very difficult to determine the taxiway boundaries. An airplane had just departed ahead of me and I attempted to align myself with his tracks. I focused all my attention out the front windshield and none on either side of me. I struck an small aircraft that was parked on the ramp near the exit to the taxiway. My wing tip struck the small aircraft approximately 3' down the wing. My airplane suffered only a broken navigation/strobe light lens cover. The small aircraft received damage to its skin on the wing leading edge. Supplemental information from acn 129754: the pilot has been debriefed and retrained in safe ground operations and will be assigned to fly small transport only with other fully qualified capts for 25 hours before being assigned single pilot duties.

Title: GA SMT HIT A PARKED SMA TAXIING OUT ON A SNOW-COVERED TXWY.
Narrative: I BEGAN MY TAXI TO THE ACTIVE RWY. THE SNOWPLOW HAD MADE A PASS DOWN THE TXWY; HOWEVER, THE NARROW PASS WAS TO THE RIGHT SIDE OF THE TXWY. WITH THE AMOUNT OF SNOW THAT HAD FALLEN AND THE BLOWING SNOW, IT WAS VERY DIFFICULT TO DETERMINE THE TXWY BOUNDARIES. AN AIRPLANE HAD JUST DEPARTED AHEAD OF ME AND I ATTEMPTED TO ALIGN MYSELF WITH HIS TRACKS. I FOCUSED ALL MY ATTN OUT THE FRONT WINDSHIELD AND NONE ON EITHER SIDE OF ME. I STRUCK AN SMA THAT WAS PARKED ON THE RAMP NEAR THE EXIT TO THE TXWY. MY WING TIP STRUCK THE SMA APPROX 3' DOWN THE WING. MY AIRPLANE SUFFERED ONLY A BROKEN NAV/STROBE LIGHT LENS COVER. THE SMA RECEIVED DAMAGE TO ITS SKIN ON THE WING LEADING EDGE.
