Narrative:
We were communicating with the ramp control (separate agency from ATC) and requested taxi to the hangar de-icing pad. We were instructed to follow a company medium large transport. We followed the medium large transport around the south tip of the terminal, and were asked to hold short of runway 14 (an active departure runway) by ramp control. We were then told to follow the medium large transport to the de-ice pad and contact ground control. The medium large transport crossed runway 14 and we followed him, as the first officer called ground control. After crossing the runway ground control asked why we had crossed runway 14 before calling him. I then asked for the tower chief's phone number and called him after landing at ind. We discussed the whole situation, and he stated the matter would be dropped, but could have resulted in a suspension, because we crossed an active runway without permission. There is definitely a communications breakdown between ramp control, pilots, and ground control, and when does ramp control's authority end and ground control authority begin.

Title: ACR LGT UNAUTH TAXI UNAUTH RWY CROSSING.
Narrative: WE WERE COMMUNICATING WITH THE RAMP CONTROL (SEPARATE AGENCY FROM ATC) AND REQUESTED TAXI TO THE HANGAR DE-ICING PAD. WE WERE INSTRUCTED TO FOLLOW A COMPANY MLG. WE WERE THEN TOLD TO FOLLOW THE MLG TO THE DE-ICE PAD AND CONTACT GND CONTROL. THE MLG CROSSED RWY 14 AND WE FOLLOWED HIM, AS THE F/O CALLED GND CONTROL. AFTER XING THE RWY GND CONTROL ASKED WHY WE HAD CROSSED RWY 14 BEFORE CALLING HIM. I THEN ASKED FOR THE TWR CHIEF'S PHONE NUMBER AND CALLED HIM AFTER LNDG AT IND. WE DISCUSSED THE WHOLE SITUATION, AND HE STATED THE MATTER WOULD BE DROPPED, BUT COULD HAVE RESULTED IN A SUSPENSION, BECAUSE WE CROSSED AN ACTIVE RWY WITHOUT PERMISSION. THERE IS DEFINITELY A COMMUNICATIONS BREAKDOWN BETWEEN RAMP CONTROL, PLTS, AND GND CONTROL, AND WHEN DOES RAMP CONTROL'S AUTHORITY END AND GND CONTROL AUTHORITY BEGIN.
