Narrative:
I took the runway to return to [base]. The winds were 270/280 at 7-9 knots. The runway was icy with poor to fair braking action. It was after sunset; there were low light conditions. As I was rolling down the runway; I tried to apply crosswind correction and rotate for takeoff. I could not get the yoke to move aft. I immediately tried looking for the problem. As I was looking for the problem; I gained enough airspeed to start skipping across the runway. Since I was not able to control the airplane at that point and on the side of the runway; I reduced power and hit a runway light. I came to a stop after my nose gear collapsed. I shut down and exited the airplane.although I checked the flight controls on the first leg; I did not check for flight controls to be free and correct [for the return flight] and I should have immediately aborted the takeoff when the problem arose.
