Narrative:
12/sun/89, after landing on runway 24 at dutchess county airport, I began braking to slow. The aircraft skidded forward and then to the left of the runway. It was then that I realized that there was ice on the surface of the runway. After parking the aircraft the tower asked that I examine my aircraft for damage. Tower also stated that I may have knocked down some runway lights that were in the snow at side of runway. Ground personnel and I checked aircraft and saw a small dent under left wing, very close to the fuselage. No other noticeable damage was seen. Tower also told operation personnel to take care F the ice. A caution should have been given. It's my opinion that the tower should have informed snow truck operator to make sure all ice was removed before runway was open for landing aircraft, if they wanted to be safe. It's also clear that if a warning had been sent out to all landing aircraft via ATC, NOTAM, PIREPS or tower stating 'runway 24 plowed, caution, ice may be still present on surface,' could and would have made a big decision in my plan to land. Warning must be given before clearance is given to land.

Title: GA PLT LOST CONTROL OF SMA ON ICY RWY.
Narrative: 12/SUN/89, AFTER LNDG ON RWY 24 AT DUTCHESS COUNTY ARPT, I BEGAN BRAKING TO SLOW. THE ACFT SKIDDED FORWARD AND THEN TO THE LEFT OF THE RWY. IT WAS THEN THAT I REALIZED THAT THERE WAS ICE ON THE SURFACE OF THE RWY. AFTER PARKING THE ACFT THE TWR ASKED THAT I EXAMINE MY ACFT FOR DAMAGE. TWR ALSO STATED THAT I MAY HAVE KNOCKED DOWN SOME RWY LIGHTS THAT WERE IN THE SNOW AT SIDE OF RWY. GND PERSONNEL AND I CHKED ACFT AND SAW A SMALL DENT UNDER LEFT WING, VERY CLOSE TO THE FUSELAGE. NO OTHER NOTICEABLE DAMAGE WAS SEEN. TWR ALSO TOLD OPERATION PERSONNEL TO TAKE CARE F THE ICE. A CAUTION SHOULD HAVE BEEN GIVEN. IT'S MY OPINION THAT THE TWR SHOULD HAVE INFORMED SNOW TRUCK OPERATOR TO MAKE SURE ALL ICE WAS REMOVED BEFORE RWY WAS OPEN FOR LNDG ACFT, IF THEY WANTED TO BE SAFE. IT'S ALSO CLEAR THAT IF A WARNING HAD BEEN SENT OUT TO ALL LNDG ACFT VIA ATC, NOTAM, PIREPS OR TWR STATING 'RWY 24 PLOWED, CAUTION, ICE MAY BE STILL PRESENT ON SURFACE,' COULD AND WOULD HAVE MADE A BIG DECISION IN MY PLAN TO LAND. WARNING MUST BE GIVEN BEFORE CLRNC IS GIVEN TO LAND.
