Narrative:

Flight from dtw to yyz. At time the clearance for the profile descent was received, we were not on any part of the route structure associated with the STAR. Upon review of the enclosed plate, my first officer and I interpreted the crossing restriction to be 26 DME at 9000' and 250 KTS. At approximately 10000', ATC advised us to level at 1000' and asked us what altitude we were descending to. After some discussion with ATC, we were told this wasn't the first time this had happened. They were expecting us to be 26 DME at 13000'.
