Narrative:

In bound to las we were informed that it was a no APU taxi in; we confirmed this with ops over the radio. Upon arrival at the gate; the power cord was not in place to be immediately connected to the airplane. So we had to leave the number 1 engine running; the marshaller on the left wing grabbed the chalks and walked in front of the running engine!!! Very unsafe!! After the jetway was moved up the power cord was finally hooked up. After finishing the checklists and exiting the cockpit; I went down to operations to discuss what happened; I was informed that the jetways in las will not function with the power cord not hanging in place; so pre-positioning is not possible. So the no APU taxi in is not actually possible; and with the engine running; we could end up with someone being seriously injured or killed. Besides the rampers not following proper procedure; we actually can not do an no-APU taxi in; safely in my opinion.

Title: B737 Captain was informed arriving LAS that ground power was available and leave the APU off. Ground power at LAS is not available until the jetway is mated with the aircraft; so the left engine is kept running. During this time the left wing walker grabs the chocks and walks directly in front of the running engine.
