Narrative:

Small aircraft X instructed stop and go runway 17R. Controller cleared small aircraft Y for a touch and go on runway 17R. Small aircraft Y landed and came to a stop approximately 30' behind small aircraft X stopped on runway. Traffic was very heavy and controller's attention was diverted from runway 17R by sequencing problems for runway 17L. Controller observed both aircraft on runway 17R after both were completely stopped. The small aircraft Y pilot said nothing about another aircraft being stopped on the runway. The small aircraft X was cleared to take off after the incident and continued in the right-hand pattern for touch and goes. When required separation was obtained between departures, the small aircraft Y was cleared for takeoff to follow the small aircraft X in right traffic. If a second local control was opened earlier this would not have occurred. Airport was restr by numerous snow closures of taxiway connectors and txwys.

Title: SMA Y HAD LESS THAN STANDARD SEPARATION FROM ACR X. SYSTEM ERROR.

Narrative: SMA X INSTRUCTED STOP AND GO RWY 17R. CTLR CLRED SMA Y FOR A TOUCH AND GO ON RWY 17R. SMA Y LANDED AND CAME TO A STOP APPROX 30' BEHIND SMA X STOPPED ON RWY. TFC WAS VERY HEAVY AND CTLR'S ATTN WAS DIVERTED FROM RWY 17R BY SEQUENCING PROBLEMS FOR RWY 17L. CTLR OBSERVED BOTH ACFT ON RWY 17R AFTER BOTH WERE COMPLETELY STOPPED. THE SMA Y PLT SAID NOTHING ABOUT ANOTHER ACFT BEING STOPPED ON THE RWY. THE SMA X WAS CLRED TO TAKE OFF AFTER THE INCIDENT AND CONTINUED IN THE RIGHT-HAND PATTERN FOR TOUCH AND GOES. WHEN REQUIRED SEPARATION WAS OBTAINED BETWEEN DEPS, THE SMA Y WAS CLRED FOR TKOF TO FOLLOW THE SMA X IN RIGHT TFC. IF A SECOND LCL CTL WAS OPENED EARLIER THIS WOULD NOT HAVE OCCURRED. ARPT WAS RESTR BY NUMEROUS SNOW CLOSURES OF TXWY CONNECTORS AND TXWYS.
