Narrative:
Light single engine (lse) cleared to land 13R, our flight cleared into position and hold, ready for immediate, company on 2-3 mi final. Lse was told to expedite clearing active. We were cleared to takeoff. At about 100 KTS we were instructed to abort our takeoff. It was my takeoff and our company procedures require captain to initiate an rejected takeoff. I told and motioned to the captain that it was his airplane. Captain had not understood the abort instruction from tower controller. Captain asked tower to 'say again.' captain took control of aircraft and a successful abort was accomplished. Tower instructed company flight to 'go around,' and that flight accomplished the balked landing. The captain later spoke with the tower on the phone and they said the lse had exited the active, then made a 180 degree turn and re-entered the active, prompting the tower to instruct our flight to abort our takeoff. By the nature of our SOP, there was a momentary period of time during which control of the aircraft was being transferred from me (PF) to captain (PNF). This break in control was further augmented by the fact that the captain had not understood tower's first instruction to abort the takeoff and had to ask for a repeat of the instruction. It is SOP for first officer, me, to communicate to the tower that an abort is being accomplished. I was uncertain of the captain's decision to make the abort. At the time I would have told the tower we were making the abort, but I thought the captain might have elected to continue the takeoff due to our approaching V1. The tower was therefore unaware of our intentions until the captain transmitted to the tower that we were indeed aborting. Supplemental information from acn 134651: the small aircraft's lights had blended in with the city and runway lights and were hard to see until we were at approximately a 1000' from him during the reject.

Title: ACR MLG TKOF ABORT BECAUSE A GA SMA CROSSED THE RWY WITHOUT CLRNC.
Narrative: LIGHT SINGLE ENG (LSE) CLRED TO LAND 13R, OUR FLT CLRED INTO POS AND HOLD, READY FOR IMMEDIATE, COMPANY ON 2-3 MI FINAL. LSE WAS TOLD TO EXPEDITE CLRING ACTIVE. WE WERE CLRED TO TKOF. AT ABOUT 100 KTS WE WERE INSTRUCTED TO ABORT OUR TKOF. IT WAS MY TKOF AND OUR COMPANY PROCS REQUIRE CAPT TO INITIATE AN RTO. I TOLD AND MOTIONED TO THE CAPT THAT IT WAS HIS AIRPLANE. CAPT HAD NOT UNDERSTOOD THE ABORT INSTRUCTION FROM TWR CTLR. CAPT ASKED TWR TO 'SAY AGAIN.' CAPT TOOK CONTROL OF ACFT AND A SUCCESSFUL ABORT WAS ACCOMPLISHED. TWR INSTRUCTED COMPANY FLT TO 'GO AROUND,' AND THAT FLT ACCOMPLISHED THE BALKED LNDG. THE CAPT LATER SPOKE WITH THE TWR ON THE PHONE AND THEY SAID THE LSE HAD EXITED THE ACTIVE, THEN MADE A 180 DEG TURN AND RE-ENTERED THE ACTIVE, PROMPTING THE TWR TO INSTRUCT OUR FLT TO ABORT OUR TKOF. IT IS SOP FOR F/O, ME, TO COMMUNICATE TO THE TWR THAT AN ABORT IS BEING ACCOMPLISHED. I WAS UNCERTAIN OF THE CAPT'S DECISION TO MAKE THE ABORT. AT THE TIME I WOULD HAVE TOLD THE TWR WE WERE MAKING THE ABORT, BUT I THOUGHT THE CAPT MIGHT HAVE ELECTED TO CONTINUE THE TKOF DUE TO OUR APCHING V1. THE TWR WAS THEREFORE UNAWARE OF OUR INTENTIONS UNTIL THE CAPT XMITTED TO THE TWR THAT WE WERE INDEED ABORTING. SUPPLEMENTAL INFO FROM ACN 134651: THE SMA'S LIGHTS HAD BLENDED IN WITH THE CITY AND RWY LIGHTS AND WERE HARD TO SEE UNTIL WE WERE AT APPROX A 1000' FROM HIM DURING THE REJECT.
