Narrative:
While holding for taxi at pit, we both heard a clearance to cross runway 14 at papa and hold short of runway 10C. After crossing 14 at papa we were reprimanded for crossing. There was no conflict in traffic and we had read back our clearance. Frequency congestion at peak is a problem at pit, and there was a good chance that our readback was stepped on. This type of situation happens very frequently, and considering the FAA's enforcement policy on runway incursions, something needs to be done.

Title: COMMUTER LTT UNAUTH RWY CROSSING.
Narrative: WHILE HOLDING FOR TAXI AT PIT, WE BOTH HEARD A CLRNC TO CROSS RWY 14 AT PAPA AND HOLD SHORT OF RWY 10C. AFTER XING 14 AT PAPA WE WERE REPRIMANDED FOR XING. THERE WAS NO CONFLICT IN TFC AND WE HAD READ BACK OUR CLRNC. FREQ CONGESTION AT PEAK IS A PROB AT PIT, AND THERE WAS A GOOD CHANCE THAT OUR READBACK WAS STEPPED ON. THIS TYPE OF SITUATION HAPPENS VERY FREQUENTLY, AND CONSIDERING THE FAA'S ENFORCEMENT POLICY ON RWY INCURSIONS, SOMETHING NEEDS TO BE DONE.
