Narrative:

Approaching clt from ric, WX went well below forecast (20 broken 4F). RVR was 2400' when first approach made to ILS 36R, go around due to no runway at DH. Revectored to ILS 36L (CAT ii/III runway). On downwind captain asked me if I had undergone CAT ii training (he had just qualified CAT IIIA). I said 'no, I'me just CAT ii.' he said 'you sure you didn't...?' at that time, approach advised RVR now 1400'. Vectored base and final 10 mi out, over to tower monitor. Tower said 'RVR now 700/800/700.' I knew aircraft and captain were legally CAT IIIA, but I was not and had informed captain of such. He elected to complete approach, no further discussion about it. Landing was normal. If we had not made approach, diversion to alternate would've been required, and WX did not improve for 2 hours. Captain took easiest (but not legal) way out, and I chose not to press the issue any further, since I knew it was a matter of filling squares rather than safety (I was familiar with CAT IIIA procedures--same as CAT ii--and visibility conditions [i.e., what you see at what ht in low visibilities). I had just not performed it in the simulator. In retrospect, I probably should have objected more forcefully or threatened report to the chief pilot, but it happened fast with little time to reflect on the options available (base to final, 2-3 mins before lower than CAT ii visibility reported).

Narrative: APCHING CLT FROM RIC, WX WENT WELL BELOW FORECAST (20 BROKEN 4F). RVR WAS 2400' WHEN FIRST APCH MADE TO ILS 36R, GAR DUE TO NO RWY AT DH. REVECTORED TO ILS 36L (CAT II/III RWY). ON DOWNWIND CAPT ASKED ME IF I HAD UNDERGONE CAT II TRNING (HE HAD JUST QUALIFIED CAT IIIA). I SAID 'NO, I'ME JUST CAT II.' HE SAID 'YOU SURE YOU DIDN'T...?' AT THAT TIME, APCH ADVISED RVR NOW 1400'. VECTORED BASE AND FINAL 10 MI OUT, OVER TO TWR MONITOR. TWR SAID 'RVR NOW 700/800/700.' I KNEW ACFT AND CAPT WERE LEGALLY CAT IIIA, BUT I WAS NOT AND HAD INFORMED CAPT OF SUCH. HE ELECTED TO COMPLETE APCH, NO FURTHER DISCUSSION ABOUT IT. LNDG WAS NORMAL. IF WE HAD NOT MADE APCH, DIVERSION TO ALTERNATE WOULD'VE BEEN REQUIRED, AND WX DID NOT IMPROVE FOR 2 HRS. CAPT TOOK EASIEST (BUT NOT LEGAL) WAY OUT, AND I CHOSE NOT TO PRESS THE ISSUE ANY FURTHER, SINCE I KNEW IT WAS A MATTER OF FILLING SQUARES RATHER THAN SAFETY (I WAS FAMILIAR WITH CAT IIIA PROCS--SAME AS CAT II--AND VISIBILITY CONDITIONS [I.E., WHAT YOU SEE AT WHAT HT IN LOW VISIBILITIES). I HAD JUST NOT PERFORMED IT IN THE SIMULATOR. IN RETROSPECT, I PROBABLY SHOULD HAVE OBJECTED MORE FORCEFULLY OR THREATENED RPT TO THE CHIEF PLT, BUT IT HAPPENED FAST WITH LITTLE TIME TO REFLECT ON THE OPTIONS AVAILABLE (BASE TO FINAL, 2-3 MINS BEFORE LOWER THAN CAT II VISIBILITY RPTED).
