Narrative:
Milwaukee tower cleared us for takeoff on runway 19R. We were cleared for takeoff and set the power to takeoff power. When we began to roll forward, I looked up and down the runway and it was clear then I checked the power and adjusted and said the power was set when at the same time the captain was pulling the power back and going into deep reverse and applying the brakes. By this time I saw a yellowish/tan van speeding across the runway from left to right. After we aborted tower cleared us again for takeoff. The tower said that ground control would yell at him. We later figured out that it was an FAA van and the fault was probably a little of both tower and ground's communications and the van driven not being on the tower frequency to cross an active runway. I shudder to think of the fate of a pilot doing this, still safety was compromised and I think the local milwaukee FAA ground vehicles or ground controllers need to rethink sometimes.

Title: PIC OF ACR LTT ABORTS TKOF AS GND VEHICLE CROSSES RWY WITHOUT TRAFFIC ADVISORY FROM TWR LCL CTLR.
Narrative: MILWAUKEE TWR CLRED US FOR TKOF ON RWY 19R. WE WERE CLRED FOR TKOF AND SET THE POWER TO TKOF POWER. WHEN WE BEGAN TO ROLL FORWARD, I LOOKED UP AND DOWN THE RWY AND IT WAS CLEAR THEN I CHECKED THE POWER AND ADJUSTED AND SAID THE POWER WAS SET WHEN AT THE SAME TIME THE CAPT WAS PULLING THE POWER BACK AND GOING INTO DEEP REVERSE AND APPLYING THE BRAKES. BY THIS TIME I SAW A YELLOWISH/TAN VAN SPEEDING ACROSS THE RWY FROM LEFT TO RIGHT. AFTER WE ABORTED TWR CLRED US AGAIN FOR TKOF. THE TWR SAID THAT GND CTL WOULD YELL AT HIM. WE LATER FIGURED OUT THAT IT WAS AN FAA VAN AND THE FAULT WAS PROBABLY A LITTLE OF BOTH TWR AND GND'S COMS AND THE VAN DRIVEN NOT BEING ON THE TWR FREQ TO CROSS AN ACTIVE RWY. I SHUDDER TO THINK OF THE FATE OF A PLT DOING THIS, STILL SAFETY WAS COMPROMISED AND I THINK THE LCL MILWAUKEE FAA GND VEHICLES OR GND CTLRS NEED TO RETHINK SOMETIMES.
