Narrative:
Light transport X departed runway 13 climbing on a 110 degree heading unknown VFR traffic cruising northbound 2 1/2 east of runway popped up with a 1200 code and encoding transponder indicating 1700' in the arsa (a violation) not talking to anyone. Safety alert was immediately issued to light transport X and pilot took evasive action by turning right to avoid aircraft. Both aircraft crossed at same altitude, 1700'. Light transport X had the unknown small aircraft Y in sight.

Title: LTT GIVEN SAFETY ADVISORY BY DEP CTLR AND LTT TOOK EVASIVE ACTION TO MISS UNKNOWN ARSA INTRUDER.
Narrative: LTT X DEPARTED RWY 13 CLBING ON A 110 DEG HDG UNKNOWN VFR TFC CRUISING NBOUND 2 1/2 E OF RWY POPPED UP WITH A 1200 CODE AND ENCODING TRANSPONDER INDICATING 1700' IN THE ARSA (A VIOLATION) NOT TALKING TO ANYONE. SAFETY ALERT WAS IMMEDIATELY ISSUED TO LTT X AND PLT TOOK EVASIVE ACTION BY TURNING R TO AVOID ACFT. BOTH ACFT CROSSED AT SAME ALT, 1700'. LTT X HAD THE UNKNOWN SMA Y IN SIGHT.
