Narrative:

As flight departed ktn for sea on schedule at :45 uct, computer flight plan for a:27 en route, at FL370. Upon reaching ann VOR, anc center handed flight over to vancouver center who cleared flight to sea via J502 and to maintain FL290. Due to a radar sector outage at vancouver center, flight was unable to obtain a climb to our planned cruise altitude due to traffic. Fuel at departure from ktn was 22.0, the planned minimum fuel as per the flight plan and dispatch release. At yzt VOR, we were advised by vancouver center that due to ZSE flow restrictions, our required crossing time at yyj would be xx:09 uct. The onboard FMS showed an eto yyj of xx:00. Vancouver center cleared flight to slow as necessary and left and right deviations from the arwy were approved to facilitate a yyj crossing at xx:09 uct. Approximately 15 DME northwest of yyj, vancouver center cleared flight to cross yyj VOR at or below FL280 at 250 KTS and cleared to sea via jawbn 4 arrival routing to maintain 16000'. Flight crossed yyj at xx:09 uct at FL280 at 250 KTS and proceeded on the arrival routing. Somewhere between jawbn and degen intersection, ZSE handed flight off to sea approach who slowed flight to 210 KTS with a subsequent clearance to 12000', then 10000'. Sea ATIS was reporting broken clouds, unrestricted visibility with wind from northwest at approximately 12-15 KTS. We advised the approach controller that we were declaring minimum fuel status. Controller asked if we needed to increase our speed and we said negative, but any unnecessarily long delays in our vectors to final were unacceptable. The low altitude approach controller did slow some straight in traffic from the south slightly to facilitate our base leg and turn to final. Flight made a normal landing on runway 34R at sea and arrived at the gate at xx:40 uct with approximately 6500 pounds fuel remaining. Ps: the reason that this report is being filed is that the chief pilot advised that sea approach was reviewing their tapes, and that it was advisable to submit this form as a clarifying matter if it should be necessary.

APPROX 15 DME NW OF YYJ, VANCOUVER CENTER CLRED FLT TO CROSS YYJ VOR AT OR BELOW FL280 AT 250 KTS AND CLRED TO SEA VIA JAWBN 4 ARR RTING TO MAINTAIN 16000'. FLT CROSSED YYJ AT XX:09 UCT AT FL280 AT 250 KTS AND PROCEEDED ON THE ARR RTING. SOMEWHERE BTWN JAWBN AND DEGEN INTXN, ZSE HANDED FLT OFF TO SEA APCH WHO SLOWED FLT TO 210 KTS WITH A SUBSEQUENT CLRNC TO 12000', THEN 10000'. SEA ATIS WAS RPTING BROKEN CLOUDS, UNRESTRICTED VIS WITH WIND FROM NW AT APPROX 12-15 KTS. WE ADVISED THE APCH CTLR THAT WE WERE DECLARING MINIMUM FUEL STATUS. CTLR ASKED IF WE NEEDED TO INCREASE OUR SPD AND WE SAID NEGATIVE, BUT ANY UNNECESSARILY LONG DELAYS IN OUR VECTORS TO FINAL WERE UNACCEPTABLE. THE LOW ALT APCH CTLR DID SLOW SOME STRAIGHT IN TFC FROM THE S SLIGHTLY TO FACILITATE OUR BASE LEG AND TURN TO FINAL. FLT MADE A NORMAL LNDG ON RWY 34R AT SEA AND ARRIVED AT THE GATE AT XX:40 UCT WITH APPROX 6500 LBS FUEL REMAINING. PS: THE REASON THAT THIS RPT IS BEING FILED IS THAT THE CHIEF PLT ADVISED THAT SEA APCH WAS REVIEWING THEIR TAPES, AND THAT IT WAS ADVISABLE TO SUBMIT THIS FORM AS A CLARIFYING MATTER IF IT SHOULD BE NECESSARY.
