Narrative:
Captain was flying the ILS to runway 13 circle to land on runway 31 at middletown, PA. First approach was high and fast. We never got down to the glide slope. Captain decided to go around and get set up better. Due to rushed 1ST approach, the circle was not briefed. (Note: captain was the type that did not call for checklists, until I initiated them, also when I would start them he would mumble through them. Old timer who did things his own way.) on 2ND approach captain again did not brief the approach. Needless to say, a note under circle to land 'na south of runway 13-31' was missed. When we broke out the captain flew down the river and kept airport on his left side. As we came abeam the airport, tower notified us that circles to the south were not authorized. We then made left turn over airport to get north of the runway.

Title: ACR MLG CIRCLED TO LAND AFTER ILS APCH ON WRONG SIDE OF ARPT.
Narrative: CAPT WAS FLYING THE ILS TO RWY 13 CIRCLE TO LAND ON RWY 31 AT MIDDLETOWN, PA. FIRST APCH WAS HIGH AND FAST. WE NEVER GOT DOWN TO THE GLIDE SLOPE. WHEN WE BROKE OUT THE CAPT FLEW DOWN THE RIVER AND KEPT ARPT ON HIS LEFT SIDE. AS WE CAME ABEAM THE ARPT, TWR NOTIFIED US THAT CIRCLES TO THE S WERE NOT AUTHORIZED. WE THEN MADE LEFT TURN OVER ARPT TO GET N OF THE RWY.
