Narrative:

After being cleared for ILS approach to gillette airport, we broke out of the clouds and a few seconds later spotted an aircraft on course and closing rapidly. We turned to the right to avoid possible collision. The field was still IFR, however the WX was better than they were reporting an we turned back to the runway and landed (the FAA was in the jump seat and observed the entire event).
