Narrative:
Our aircraft was flying left closed traffic pattern for runway 31 at jln and cleared for the option runway 31 while on downwind. On final approach in landing confign, other aircraft passed approximately 50' overhead considerably faster, descending on approach to landing. This aircraft made go around, climbing straight ahead, then turning left crosswind. Other aircraft had been heard requesting local backcourse 31 practice approach. Tower instructed, 'report joining localizer.' neither this report, nor 'FAF inbound' report was heard from other aircraft. No landing clearance was given to the other aircraft, which subsequently made a touch and go runway 31. Cause of the problem believed to be: inadequate communication from other aircraft on practice approach in non radar environment (procedures), inadequate knowledge of operational requirements of tower controled airport (other aircraft), and inadequate lookout (both aircraft).

Narrative: OUR ACFT WAS FLYING LEFT CLOSED TFC PATTERN FOR RWY 31 AT JLN AND CLRED FOR THE OPTION RWY 31 WHILE ON DOWNWIND. ON FINAL APCH IN LNDG CONFIGN, OTHER ACFT PASSED APPROX 50' OVERHEAD CONSIDERABLY FASTER, DSNDING ON APCH TO LNDG. THIS ACFT MADE GAR, CLBING STRAIGHT AHEAD, THEN TURNING LEFT XWIND. OTHER ACFT HAD BEEN HEARD REQUESTING LCL BACKCOURSE 31 PRACTICE APCH. TWR INSTRUCTED, 'RPT JOINING LOC.' NEITHER THIS RPT, NOR 'FAF INBND' RPT WAS HEARD FROM OTHER ACFT. NO LNDG CLRNC WAS GIVEN TO THE OTHER ACFT, WHICH SUBSEQUENTLY MADE A TOUCH AND GO RWY 31. CAUSE OF THE PROB BELIEVED TO BE: INADEQUATE COM FROM OTHER ACFT ON PRACTICE APCH IN NON RADAR ENVIRONMENT (PROCS), INADEQUATE KNOWLEDGE OF OPERATIONAL REQUIREMENTS OF TWR CTLED ARPT (OTHER ACFT), AND INADEQUATE LOOKOUT (BOTH ACFT).
