Narrative:
I was flying an small transport X on V7 at 13000' under jax control on IFR flight plan. Visibility was good VFR with broken deck about 7000' MSL. Headed southeast. I saw a high wing small aircraft Y out in front and above me in a steep left bank. It was pointed straight at me initially, about 200' above and 200' in front of me. There didn't appear to be danger of collision, so I took no evasive action. A parachutist came out of the aircraft about the same time. He/she fell directly in front of me and was perhaps 100' away in front of me when passing through my altitude. I called ZJX and queried them about the aircraft. I was handed off to ZMA with no response to my question. The speed of the skydiving astonished me. I had no time to act, even though I was hand-flying the aircraft. I had always believed that the jump aircraft were talking to center, and perhaps he was. But apparently that airport is on the boundary between ZJX and ZMA. I believe this creates a situation just as transpired where ZMA is talking to the jump aircraft but not inbound IFR traffic yet. Traveling at 200 KTS ground speed doesn't take long to eat into 'casually controled' airspace. Recommend restructuring of center boundaries and increased vigil of pilot outside cockpit.

Title: ACFT PASSED IN CLOSE PROX TO A PARACHUTE JUMPER.
Narrative: I WAS FLYING AN SMT X ON V7 AT 13000' UNDER JAX CTL ON IFR FLT PLAN. VISIBILITY WAS GOOD VFR WITH BROKEN DECK ABOUT 7000' MSL. HEADED SE. I SAW A HIGH WING SMA Y OUT IN FRONT AND ABOVE ME IN A STEEP LEFT BANK. IT WAS POINTED STRAIGHT AT ME INITIALLY, ABOUT 200' ABOVE AND 200' IN FRONT OF ME. THERE DIDN'T APPEAR TO BE DANGER OF COLLISION, SO I TOOK NO EVASIVE ACTION. A PARACHUTIST CAME OUT OF THE ACFT ABOUT THE SAME TIME.
