Narrative:

Aircraft X southeast bound at FL370. Aircraft Y checked on at FL360 and asked for FL380. Aircraft were approximately 3 minutes from separation loss. Asked aircraft Y if they could be level in 2 minutes leaving a little extra time. Aircraft Y said yes; so I climbed aircraft Y to FL380 to be level in 2 minutes. A short while later the aircraft Y said they could not make the restriction so I immediately turned aircraft Y 40 degrees right. I then turned aircraft X 20 degrees right and they did not respond right at first. Eventually they responded and started to turn. I'm still not sure if there was separation loss. Aircraft Y eventually responded level at FL380 in that sequence of events too.I would not change anything. Just an unfortunate turn of events when the pilot said they could not make the restriction.

Title: Cleveland Center Controllers reported a loss of separation when the Radar Controller climbed an aircraft through the altitude of another aircraft. Radar Controller gave instructions to climbing pilot to be level in two minutes. Pilot did not comply and vectoring both aircraft did not help the separation loss.
