Narrative:

We were on radar vector with mia approach. Our heading was 360 degrees, and we were within 2 mi of the final course for runway 9R. We observed on TCASII an aircraft approaching head-on, 500 ft below us. The TCASII initially went into TA mode, then an RA mode of climb. At that point we saw the target, a DC9, on a south heading about 500 ft below us, off to our left. Due to the volume of the RA we were unable to hear mia approach issue a heading, and approach clearance to runway 9R.

Title: LTSS OCCURRED BTWN 2 ACFT BEING VECTORED TO FINAL APCH COURSE. TCASII ALARM INTERFERES WITH CTLR'S INSTRUCTIONS TO TURN.

DUE TO THE VOLUME OF THE RA WE WERE UNABLE TO HEAR MIA APCH ISSUE A HDG, AND APCH CLRNC TO RWY 9R.
