Narrative:

Sequence of events: WX: scattered clouds above 2500' MSL, hazy. Cleared visibility approach runway 8 at approximately 7 NM field. Entered modified left downwind (dogleg) to runway 8. Controller had us on approach frequency. He was simulcasting on tower and approach frequencys. At 1700' MSL, abeam approach end of runway 8 by about 1-2 NM controller said, 'traffic 12 O'clock, 1 mi, 1500'.' I immediately leveled off at 1700' MSL. First officer calls 'no joy.' controller said, 'off your left, 1/2 mi.' first officer said to me, 'tally ho, pull up.' I started to pull up and saw an small aircraft at 11 O'clock, distance 400' and just below me turning into me. He passed to left and low. I informed controller I felt that was too close, and he responded by saying, 'I issued the traffic.' my feeling is that he should have issued the traffic sooner since he was controling both the tower and approach. Supplemental information from acn 140356: see and avoid is the rule, but an aircraft at 1 NM nose on with no line of sight movement against the background of a town is hard to see. It was his initial turn that aided the visibility sighting.

CTLR SAID, 'OFF YOUR LEFT, 1/2 MI.' F/O SAID TO ME, 'TALLY HO, PULL UP.' I STARTED TO PULL UP AND SAW AN SMA AT 11 O'CLOCK, DISTANCE 400' AND JUST BELOW ME TURNING INTO ME. HE PASSED TO LEFT AND LOW. I INFORMED CTLR I FELT THAT WAS TOO CLOSE, AND HE RESPONDED BY SAYING, 'I ISSUED THE TFC.' MY FEELING IS THAT HE SHOULD HAVE ISSUED THE TFC SOONER SINCE HE WAS CTLING BOTH THE TWR AND APCH. SUPPLEMENTAL INFO FROM ACN 140356: SEE AND AVOID IS THE RULE, BUT AN ACFT AT 1 NM NOSE ON WITH NO LINE OF SIGHT MOVEMENT AGAINST THE BACKGROUND OF A TOWN IS HARD TO SEE. IT WAS HIS INITIAL TURN THAT AIDED THE VIS SIGHTING.
