Narrative:
Aircraft X never received a descend via clearance from ZTL dalas sector for the stowl 1 arrival; contradictory to the new ZTL/A80 letter of agreement. The optimum profile descents need to stop at the 40 NM boundary from atl with ZTL. This way; the A80 controllers will know exactly what the aircraft are doing and can take action if needed to protect adjacent airspace and other aircraft.

Title: A80 TRACON Controller reported ZTL ARTCC did not issue a descend via clearance to an aircraft in accordance with a new LOA.
Narrative: Aircraft X never received a descend via clearance from ZTL Dalas Sector for the STOWL 1 arrival; contradictory to the new ZTL/A80 Letter of Agreement. The Optimum Profile Descents need to stop at the 40 NM boundary from ATL with ZTL.
