Narrative:

Aircraft X was never given a descend via clearance from ZTL dalas sector; contradictory to the new ZTL/A80 letter of agreement. When the A80 controller was working numerous aircraft that are now coming over high on optimal profile descents (opds); it is easy to think that the aircraft is going to descend as they should; but there is no room for error on these arrivals. The aircraft had to be vectored not only to adjust to the volume of the dual feed they were getting at the time; but because the aircraft was high and was about to go into someone else's airspace. The new opds should stop at the 40 mile transfer of control point (tcp) between ZTL and A80.

Title: A80 TRACON Controller reported the ZTL ARTCC Controller did not issue a 'descend via' clearance to comply with new Optimum Profile Descent Arrivals.

Narrative: Aircraft X was never given a descend via clearance from ZTL Dalas sector; contradictory to the new ZTL/A80 Letter of Agreement.
