Narrative:
Aircraft X checked in with A80 level at 120. The pilot stated that ZTL logen sector did not give them a descend via clearance contradictory to the new ZTL/A80 LOA. The opds need to stop at the 40 NM boundary from atl with ZTL. This way; the A80 controllers will know exactly what the aircraft are doing and can take action if needed to protect adjacent airspace and other aircraft.

Title: A80 TRACON Controller reported ZTL Center did not issue an aircraft a descend via clearance in accordance with a new LOA.
Narrative: Aircraft X checked in with A80 level at 120. The pilot stated that ZTL Logen sector did not give them a descend via clearance contradictory to the new ZTL/A80 LOA.
