Narrative:
Departed cni with the following clearance: 'climb maintain 2;000; heading 120; expect 5;000 10 minutes after departure.' read clearance back. Departed and reported off; received no acknowledgment of my transmission. 10 to 15 minutes later received 'climb to 3;000 feet;' and immediate after 'climb to 4;000; I reported 'leaving 2;000 for 3;000' I was then asked 'why are you at 2;000 feet?' I responded with my initial clearance. A conflict existed and was asked to contact ATC by telephone.I continued to my destination charged my cell phone and called the number. A supervisor responded that 'at the initial 2;000 feet I was in danger of my safety.' he was correct because the sectional shows obstacles to my route of flight at 2;000 feet. I believe an error occurred with the initial clearance altitude assignment.

Title: General aviation pilot reported departing IFR from an uncontrolled airport; leveled off at an initially cleared altitude and had difficulty communicating with ATC. Later pilot was advised that initial altitude was too low for the route.
