Narrative:
Flight was scheduled to takeoff from rno. I copied the ATIS which indicated calm winds, so we planned to takeoff to the north, using 34L. Our maximum takeoff weight, packs off was 152600#. Just before engine start I checked the new ATIS. It gave wind of 130 degrees at 10 KTS, meaning we had to takeoff to the south, and that our maximum takeoff weight was 147100#. The agent offloaded several PA and the closeout indicated we were legal for takeoff, so we did. About 13 mins later we received an ACARS message saying we were overweight for takeoff, but that they had the full load of passenger. We had the F/a's do a passenger count, which showed 104--still too many. Next time we'll count the passenger before takeoff. Supplemental information from acn 141991: takeoff runway 16R at maximum takeoff weight 147100# with 4 passenger shown on paperwork (load closeout). Actual passenger count made by F/a's was 104.
