Narrative:
Aircraft struck taxi light (portable) which was well into taxiway during turn for double-back taxi. Runway 8 was being used for both lndgs and departures, while runway 10 was in use for light (mostly propeller) traffic. Construction of taxiway created a very difficult situation, potentially dangerous with aircraft holding in position, others taxiing head-on. The light aircraft could have used runway 8 west/O entering the construction area. When asked, was told noise considerations were considered more important.
