Narrative:
At time specified I had preflted my small transport, started engine and moved so that wheels were just off the grass and onto inactive ew runway, used as taxiway only. The aircraft was parked at a slight angle w-ward as shown in diagram. The small aircraft was taxiing rapidly from my left, passing the front of my aircraft. He must have felt that he had room to pass in front of me, because he showed no sign of slowing down. As he passed his right wing tip passed through the arc of my left propeller, which was turning over at approximately 1200 RPM. The propeller chopped off several feet of the small aircraft right wing, but did not slow down it's w-ward progress. I believe the small aircraft pilot was in a hurry and did not take enough care in taxiing on a busy day at this airport. No personal injuries were involved in this incident. The small aircraft will require replacement of right outer wing. The small transport will require a complete fear down and inspection of propeller involved, and minor repair of an access door in the nose.

Title: SMT PARKED ON SIDE OF TXWY WITH ENGINES RUNNING HAS SMA TAXI CLOSE AND PROPELLER DAMAGES WING.
Narrative: AT TIME SPECIFIED I HAD PREFLTED MY SMT, STARTED ENG AND MOVED SO THAT WHEELS WERE JUST OFF THE GRASS AND ONTO INACTIVE EW RWY, USED AS TXWY ONLY. THE ACFT WAS PARKED AT A SLIGHT ANGLE W-WARD AS SHOWN IN DIAGRAM. THE SMA WAS TAXIING RAPIDLY FROM MY LEFT, PASSING THE FRONT OF MY ACFT. HE MUST HAVE FELT THAT HE HAD ROOM TO PASS IN FRONT OF ME, BECAUSE HE SHOWED NO SIGN OF SLOWING DOWN. AS HE PASSED HIS RIGHT WING TIP PASSED THROUGH THE ARC OF MY LEFT PROP, WHICH WAS TURNING OVER AT APPROX 1200 RPM. THE PROP CHOPPED OFF SEVERAL FEET OF THE SMA RIGHT WING, BUT DID NOT SLOW DOWN IT'S W-WARD PROGRESS. I BELIEVE THE SMA PLT WAS IN A HURRY AND DID NOT TAKE ENOUGH CARE IN TAXIING ON A BUSY DAY AT THIS ARPT. NO PERSONAL INJURIES WERE INVOLVED IN THIS INCIDENT. THE SMA WILL REQUIRE REPLACEMENT OF RIGHT OUTER WING. THE SMT WILL REQUIRE A COMPLETE FEAR DOWN AND INSPECTION OF PROP INVOLVED, AND MINOR REPAIR OF AN ACCESS DOOR IN THE NOSE.
