Narrative:

My aircraft was #1 in the runup area on taxiway 18 for runway 18L. We had been waiting about 30 mins. Report visibility was 1 mi. Tower had stated RVR better than 6000', but was holding aircraft in position until they reported having runway 18R landing traffic in sight. Tower had also told an earlier aircraft that they could not provide sep due to the mist and to expect a delay on the runway. Tower was also asking departing aircraft to report the beginning of their departure turn. Tower called, 'company identify, position and hold runway 18L.' I replied, 'position and hold 18L company identify.' there were no aft on the runway and the captain pulled forward onto 18L. As we approached the runway centerline, but before beginning the left turn to face down runway, I looked to the left and saw an air carrier Y medium large transport crossing the hold line on taxiway 19, taking runway 18L for departure. The captain saw the medium large transport and continued across runway 18L to the other side. He told the tower, 'company identify is exiting 18L.' the tower replied, 'air carrier Y (I can't remember the #), say position.' the medium large transport answered, 'we're on the roll.' the next call was, 'company identify, position and hold 18L.' we resumed position on the runway and made an uneventful takeoff. I don't think that the tower saw any of this due to the poor visibility, but there were 10-15 aircraft in line for departure. I don't recall hearing any instructions to the medium large transport prior to the time we took runway 18L. I know that we acted promptly and correctly to all instructions from the tower and took evasive action to avoid the jet blast from the departing medium large transport.

TWR HAD ALSO TOLD AN EARLIER ACFT THAT THEY COULD NOT PROVIDE SEP DUE TO THE MIST AND TO EXPECT A DELAY ON THE RWY. TWR WAS ALSO ASKING DEPARTING ACFT TO RPT THE BEGINNING OF THEIR DEP TURN. TWR CALLED, 'COMPANY IDENT, POS AND HOLD RWY 18L.' I REPLIED, 'POS AND HOLD 18L COMPANY IDENT.' THERE WERE NO AFT ON THE RWY AND THE CAPT PULLED FORWARD ONTO 18L. AS WE APCHED THE RWY CENTERLINE, BUT BEFORE BEGINNING THE LEFT TURN TO FACE DOWN RWY, I LOOKED TO THE LEFT AND SAW AN ACR Y MLG XING THE HOLD LINE ON TXWY 19, TAKING RWY 18L FOR DEP. THE CAPT SAW THE MLG AND CONTINUED ACROSS RWY 18L TO THE OTHER SIDE. HE TOLD THE TWR, 'COMPANY IDENT IS EXITING 18L.' THE TWR REPLIED, 'ACR Y (I CAN'T REMEMBER THE #), SAY POS.' THE MLG ANSWERED, 'WE'RE ON THE ROLL.' THE NEXT CALL WAS, 'COMPANY IDENT, POS AND HOLD 18L.' WE RESUMED POS ON THE RWY AND MADE AN UNEVENTFUL TKOF. I DON'T THINK THAT THE TWR SAW ANY OF THIS DUE TO THE POOR VISIBILITY, BUT THERE WERE 10-15 ACFT IN LINE FOR DEP. I DON'T RECALL HEARING ANY INSTRUCTIONS TO THE MLG PRIOR TO THE TIME WE TOOK RWY 18L. I KNOW THAT WE ACTED PROMPTLY AND CORRECTLY TO ALL INSTRUCTIONS FROM THE TWR AND TOOK EVASIVE ACTION TO AVOID THE JET BLAST FROM THE DEPARTING MLG.
