Narrative:

I was working ground controller during the incident. Ccr has a large amount of helicopter training. Standard procedure is to allow the helicopter's to use inactive runways for hover practice. The small helicopter can easily be missed when scanning the runways, especially if he has not flown around the pattern or spoken for some time, he can be forgotten about. This incident occurred at night after a runway change (from runway 32's to runway 19's). Small aircraft X had been using runway 1L for hover work. The local controller forgot to move the helicopter after the runway change. (Small aircraft X was the only aircraft on the frequency at the time of runway change.) small aircraft Y called inbound and was given a straight in to runway 19R. Xma Y was cleared to land, and he landed on runway 19R, while small aircraft X still on same runway. Small aircraft Y stopped about 400' short of the helicopter. The cause of this incident was the local controller's inability to pay attention to his job. The local controller was on the phone with a personal call. As I was also controller in charge at the time (no supervisor in working that late in the day), I relieved local of his position and notified my supervisor the next day, who thus told the manager. This incident has yet to be called to washington or regional headquarters (which is required to do within 3 hours of receiving notification).

Title: ATCT LCL CTLR ALLOWED AN ACFT TO LAND ON A RWY OCCUPIED BY ANOTHER ACFT, WHICH RESULTED IN LESS THAN STANDARD SEPARATION.

Narrative: I WAS WORKING GND CTLR DURING THE INCIDENT. CCR HAS A LARGE AMOUNT OF HELI TRNING. STANDARD PROC IS TO ALLOW THE HELI'S TO USE INACTIVE RWYS FOR HOVER PRACTICE. THE SMALL HELI CAN EASILY BE MISSED WHEN SCANNING THE RWYS, ESPECIALLY IF HE HAS NOT FLOWN AROUND THE PATTERN OR SPOKEN FOR SOME TIME, HE CAN BE FORGOTTEN ABOUT. THIS INCIDENT OCCURRED AT NIGHT AFTER A RWY CHANGE (FROM RWY 32'S TO RWY 19'S). SMA X HAD BEEN USING RWY 1L FOR HOVER WORK. THE LCL CTLR FORGOT TO MOVE THE HELI AFTER THE RWY CHANGE. (SMA X WAS THE ONLY ACFT ON THE FREQ AT THE TIME OF RWY CHANGE.) SMA Y CALLED INBND AND WAS GIVEN A STRAIGHT IN TO RWY 19R. XMA Y WAS CLRED TO LAND, AND HE LANDED ON RWY 19R, WHILE SMA X STILL ON SAME RWY. SMA Y STOPPED ABOUT 400' SHORT OF THE HELI. THIS INCIDENT HAS YET TO BE CALLED TO WASHINGTON OR REGIONAL HQ (WHICH IS REQUIRED TO DO WITHIN 3 HRS OF RECEIVING NOTIFICATION).
