Narrative:
Aircraft #1 was a student who landed on runway 23 at pvd and did not taxi off the runway even after 3 attempts by me to turn him off the runway. Aircraft #2 was cleared to land and once I realized that aircraft #1 was not going to turn off the runway, I did not think it safe due to wind conditions and position of aircraft #2 to send aircraft #2 around.

Title: CTLR ALLOWED ACFT TO LAND WITH ANOTHER ACFT ON RWY AT PVD ARPT.
Narrative: ACFT #1 WAS A STUDENT WHO LANDED ON RWY 23 AT PVD AND DID NOT TAXI OFF THE RWY EVEN AFTER 3 ATTEMPTS BY ME TO TURN HIM OFF THE RWY. ACFT #2 WAS CLRED TO LAND AND ONCE I REALIZED THAT ACFT #1 WAS NOT GOING TO TURN OFF THE RWY, I DID NOT THINK IT SAFE DUE TO WIND CONDITIONS AND POS OF ACFT #2 TO SEND ACFT #2 AROUND.
