Narrative:

Volume of traffic landing and departing runway 33 became heavy. A controled departure time and an unfamiliar helicopter arrival disrupted my (local control) flight progress strip and time management. Small aircraft X called and was cleared to land on initial contact. I failed to record his callsign. Small aircraft Y was on approximately 1/2 mi final when X touched down. I issued go around to small aircraft Y. Aircraft X slowed and began a left turn to exit the runway so I reclred Y to land. X slowed almost to stop, still on the runway and wouldn't respond to my calls because I was using the wrong callsign. Small aircraft Y crossed the landing threshold before X exited at the intersection 2600' down the runway.

SMA Y CROSSED THE LNDG THRESHOLD BEFORE X EXITED AT THE INTXN 2600' DOWN THE RWY.
