Narrative:
Peoria approach airspace is from surface to 10000'. ZKC requested to use the southwest corner of that airspace, which is inside the howard MOA, for military training from 9000' to FL230 which I approved. I had an over flight at 9000' from north to south which penetrated the airspace because I forgot to descend him. No other aircraft involved. To prevent this situation, the howard MOA should only extend from 11000' and above and be kept clear of approach airspace. Callback conversation with reporter revealed the following: discussed reporter suggestion that floor of howard east MOA be raised to 11000'. During facility review of operation deviation he made same suggestion but got very cool response from facility manager who told him just to keep his aircraft out of MOA when it was active. I explained to reporter that it probably would be very difficult to get military to give up 9000 and 10000 in that area. Reporter gave years in ATC. Says there was no conflict of traffic, but ZKC controller made complaint of GA aircraft in MOA.

Narrative: PEORIA APCH AIRSPACE IS FROM SURFACE TO 10000'. ZKC REQUESTED TO USE THE SW CORNER OF THAT AIRSPACE, WHICH IS INSIDE THE HOWARD MOA, FOR MIL TRAINING FROM 9000' TO FL230 WHICH I APPROVED. I HAD AN OVER FLT AT 9000' FROM N TO S WHICH PENETRATED THE AIRSPACE BECAUSE I FORGOT TO DSND HIM. NO OTHER ACFT INVOLVED. TO PREVENT THIS SITUATION, THE HOWARD MOA SHOULD ONLY EXTEND FROM 11000' AND ABOVE AND BE KEPT CLEAR OF APCH AIRSPACE. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: DISCUSSED RPTR SUGGESTION THAT FLOOR OF HOWARD E MOA BE RAISED TO 11000'.
