Narrative:

Assigned 6000', the controller asked us to 'expedite' through 5000' when we were indicating 4900' MSL. (At the time climb rate was 1700 FPM). Assigned 17000', the controller asked us to maintain 10000' when we were climbing through 9800' at 1700 FPM. He didn't seem to care that we put everything on the ceiling to comply as we overshot 10000' by 400'. In the future, I will not 'roger' a careless clearance like these and will respond 'unable'. Why doesn't the FAA see to it that these 'guys' get more 'fam' trips? Obviously, they are not dealing with reality...just numbers.

Title: ALT DEVIATION OCCURS AS CTLR ASKS PIC TO STOP CLIMB WITH TOO LITTLE ALT LEFT IN WHICH TO COMPLY.

HE DIDN'T SEEM TO CARE THAT WE PUT EVERYTHING ON THE CEILING TO COMPLY AS WE OVERSHOT 10000' BY 400'. IN THE FUTURE, I WILL NOT 'ROGER' A CARELESS CLRNC LIKE THESE AND WILL RESPOND 'UNABLE'. WHY DOESN'T THE FAA SEE TO IT THAT THESE 'GUYS' GET MORE 'FAM' TRIPS? OBVIOUSLY, THEY ARE NOT DEALING WITH REALITY...JUST NUMBERS.
