Narrative:
Atx X called eyw ATCT over the eyw VOR. This was his initial call and over the VOR is well inside the eyw air traffic area. When advised that this was a little late to call, he said the navy key west just switched him and in fact he had to remind them to switch him. He was the only aircraft I was talking to at the time. This problem appears to be increasing here at eyw. It is happening once or twice a week that I'm aware of. These are just the ones I observe or that people tell me. I tell them to fill out NASA reports, but most controllers here won't for various reasons. This time it was no problem because there was no other aircraft around. But we have had aircraft on final and talking to them because nqx forgot to switch them over. Now that is very dangerous. The atm is aware of the problem, but nothing seems to be improving.

Title: LATE FREQ CHANGE ON ATX TO THE TWR BY MIL APCH CTL FAC.
Narrative: ATX X CALLED EYW ATCT OVER THE EYW VOR. THIS WAS HIS INITIAL CALL AND OVER THE VOR IS WELL INSIDE THE EYW ATA. I TELL THEM TO FILL OUT NASA RPTS, BUT MOST CTLRS HERE WON'T FOR VARIOUS REASONS. THIS TIME IT WAS NO PROB BECAUSE THERE WAS NO OTHER ACFT AROUND. BUT WE HAVE HAD ACFT ON FINAL AND TALKING TO THEM BECAUSE NQX FORGOT TO SWITCH THEM OVER. NOW THAT IS VERY DANGEROUS. THE ATM IS AWARE OF THE PROB, BUT NOTHING SEEMS TO BE IMPROVING.
