Narrative:
We were cleared for takeoff on runway 21, cleared on course (direct judas intersection, 170 NM west). As usual we maintained runway heading up to 400' AGL. Tower asked our on course heading. Copilot responded '284'. Tower advised traffic southeast of the airport and advised switch to green bay departure. Copilot reported to green bay 'out of 2000 for 3000 capable of VFR climb.' green bay advised 'right turn heading 360 maintain 3000.' as we turned through 300, we leveled at 3000'. As we were turning through 330 copilot pointed out small aircraft at 1:00 and close. Small aircraft was level and westbound. I steepened the bank to about 50 degree and small aircraft passed on our left side. After conversing with tower it appears that the tower controller was confused by what he perceived as a left bank as we climbed out prompting the question about our on course heading which he thought (correctly) would be a right turn. He interpreted copilot's '284' as 140 and proceeded to issue traffic to the southeast. He also didn't advise green bay of the small aircraft he had just departed to the west since he apparently thought we were going to msp on a 140 degree heading!? Green bay controller didn't hear the copilot's suggestion of VFR climb although tower monitoring the frequency heard it very clearly. Green bay had one controller on 3 frequencys which seems like overload. We could have continued 4000 FPM climb and been through the traffic and into smooth, less congested airspace instead of bumping along at 3000 for 20 mi.

WE COULD HAVE CONTINUED 4000 FPM CLB AND BEEN THROUGH THE TFC AND INTO SMOOTH, LESS CONGESTED AIRSPACE INSTEAD OF BUMPING ALONG AT 3000 FOR 20 MI.
