Narrative:

Our flight segment was roc-dtw. The last part of our routing was V-2 spica intersection direct dtw. My (#2) navigation receiver was tuned to salem for the inbound course. When reaching spica we were handed off to dtw approach. Our descent and approach checklists were completed earlier. While being vectored the captain changed his radio (#1) to the ILS for runway 21L (111.5) and had his course selector set to 213 degree. Because we were now off the arwy, I selected 213 degree on my CDI and left the frequency. As the captain had it (salem) for orientation on his RMI. Approach turned us to 300 degrees for left base runway 21L. We broke out of the overcast and accomplished the landing check. As soon as we verified the crs and frequencys, approach gave us a heading to final and intercept. The captain flew through the localizer crs and past the runway 21R localizer crs approach control questioned his intentions. We had the airport in sight. They cleared us for a visibility to runway 21L. To avoid this situation in the future, I will query the captain. If he is through with the #2 receiver and set up earlier to back him up. Initially my CDI showed well right of course because of the frequency selected. The deviation occurred just moments after I selected the ILS frequency. I believe we were about 210 KTS. By the time my CDI stabilized we had already shot by the localizer crs. The captain should have been more attentive also.

Title: ACR MLG FAILS TO CAPTURE LOC OR INTERCEPT LOC COURSE ON RADAR VECTOR.

WHILE BEING VECTORED THE CAPT CHANGED HIS RADIO (#1) TO THE ILS FOR RWY 21L (111.5) AND HAD HIS COURSE SELECTOR SET TO 213 DEG. BECAUSE WE WERE NOW OFF THE ARWY, I SELECTED 213 DEG ON MY CDI AND LEFT THE FREQ. AS THE CAPT HAD IT (SALEM) FOR ORIENTATION ON HIS RMI. APCH TURNED US TO 300 DEGS FOR LEFT BASE RWY 21L. WE BROKE OUT OF THE OVCST AND ACCOMPLISHED THE LNDG CHK. AS SOON AS WE VERIFIED THE CRS AND FREQS, APCH GAVE US A HDG TO FINAL AND INTERCEPT. THE CAPT FLEW THROUGH THE LOC CRS AND PAST THE RWY 21R LOC CRS APCH CTL QUESTIONED HIS INTENTIONS. WE HAD THE ARPT IN SIGHT. THEY CLRED US FOR A VIS TO RWY 21L. TO AVOID THIS SITUATION IN THE FUTURE, I WILL QUERY THE CAPT. IF HE IS THROUGH WITH THE #2 RECEIVER AND SET UP EARLIER TO BACK HIM UP. INITIALLY MY CDI SHOWED WELL RIGHT OF COURSE BECAUSE OF THE FREQ SELECTED. THE DEV OCCURRED JUST MOMENTS AFTER I SELECTED THE ILS FREQ. I BELIEVE WE WERE ABOUT 210 KTS. BY THE TIME MY CDI STABILIZED WE HAD ALREADY SHOT BY THE LOC CRS. THE CAPT SHOULD HAVE BEEN MORE ATTENTIVE ALSO.
