Narrative:
Instrument training flight where ILS, VOR and NDB apches were to be practiced, an in-flight near collision occurred at the final approach fix. Inbound, after entering the holding pattern as published at 5500' MSL and reporting our position and intentions on unicom frequency 122.7 we learned that the only other aircraft reporting in that area had turned inbound to the VOR at 3500' MSL. We then announced our intentions that we would descend in holding and begin the ILS DME runway 05 approach at casa grande and reported leaving 5500' VOR outbnd. About 4 mins later we passed the VOR at 3500' and reported our position on 122.7. At roxie intersection and 3200' MSL we were descending on the glide path when I sighted a mdt aircraft at 12 O'clock and 1/2 mi proceeding outbnd to the VOR at what appeared to be 3500' MSL or lower. At this time I pushed the nose over to gain greater sep and heard the mdt call unicom and ask if he could use the VOR for several practice instrument apches. The aircraft was on a FAA check ride with local accident prevention specialist. I flew over to scottsdale airport and spoke with the FAA people there and they told me 'the inspector giving a check ride and was no way responsible'. My question is if the FAA is concerned about safety why don't they practice it? There are standard procedures in the aim to be followed and unless they are adhered to we can not operate safely uncontrolled while practicing instrument apches. If the word does not get out to every one using this service it is only meritable that there will be an accident near the casa grande airport while attempting to separate each other. One would think the last aircraft operating out there unsafely would be one in which the local FAA aps was on board. Please help us. We are a large school of 20 smts and 40 smas aircraft training foreign air carrier X, foreign air carrier Y and foreign air carrier Z and want to fly in safe skies around the southern az area. This matter needs attention.

I FLEW OVER TO SCOTTSDALE ARPT AND SPOKE WITH THE FAA PEOPLE THERE AND THEY TOLD ME 'THE INSPECTOR GIVING A CHK RIDE AND WAS NO WAY RESPONSIBLE'. MY QUESTION IS IF THE FAA IS CONCERNED ABOUT SAFETY WHY DON'T THEY PRACTICE IT? THERE ARE STANDARD PROCS IN THE AIM TO BE FOLLOWED AND UNLESS THEY ARE ADHERED TO WE CAN NOT OPERATE SAFELY UNCTLED WHILE PRACTICING INSTRUMENT APCHES. IF THE WORD DOES NOT GET OUT TO EVERY ONE USING THIS SVC IT IS ONLY MERITABLE THAT THERE WILL BE AN ACCIDENT NEAR THE CASA GRANDE ARPT WHILE ATTEMPTING TO SEPARATE EACH OTHER. ONE WOULD THINK THE LAST ACFT OPERATING OUT THERE UNSAFELY WOULD BE ONE IN WHICH THE LCL FAA APS WAS ON BOARD. PLEASE HELP US.
